Investing for climate protection

Muenster - Global CO2 emissions reached 31.1 billion tons in 2009 – 37 percent higher than those in 1990. The IWR, a renewable energy institute from Münster, Germany has developed an investment model for the stabilisation of the global CO2 emissions – the CERINA-Plan. The 2009 CO2 emissions have been established for 65 countries and the required investments in renewable energy quantified in order to stabilise global CO2 emissions. The CERINA-Plan is now available online in 15 languages, including Chinese, Russian, Arabic and Indian.

The basic concept of the CERINA-Plan is to directly couple the CO2 emissions of individual countries to investment in renewable energy technologies. Since the annual global CO2 growth rate (in million tons) is a known quantity, one can extrapolate backwards to calculate the investments in renewable energy plants (power, heat, fuels) required to at least compensate and slow down the global increase of CO2 emissions. For each country, the actual investments in renewable energy technologies will be compared to the required investment. The ranking of countries in terms of investment in renewable energy technology will in addition give rise to positive political and economical stimuli. This will lead to a higher acceptance of climate protection in the individual countries than the fixed upper CO2 limits as stipulated in the Kyoto accord.
