IWR: Kyoto Protocol will not achieve climate targets

Muenster - Representatives from 35 countries attended the Petersberg Climate Dialogue in Berlin to discuss international measures for climate protection. However, according to the IWR, a Renewable Energy Institute from Muenster, Germany, the experiences of the climate conferences of the past ten years indicate that the specified target of less than 2°C for future global warming will not be met. \"The fundamental problem is that the concept of the Kyoto Protocol, which requires countries to commit directly to reduce their CO2 emissions, simply does not work\", said IWR-Director Dr. Norbert Allnoch. Even Yvo de Boer, who has served for many years as Executive Secretary of UNFCCC, now considers the Kyoto Protocol to be \"dead in the water\". Instead of a system which imposes non-viable limitations on emissions, an agreement on the implementation of an investment policy promoting clean energy technologies would most likely trigger a positive international competition in the field. Allnoch: \"A green investment strategy with economic incentives would vastly increase acceptance and at the same time would contribute towards a reduction of carbon emissions worldwide.\"

IWR is predicting that, when it comes to levels of global carbon dioxide emissions, 2010 will turn out to be a new record year. Because of the financial and economic crisis, worldwide emissions of CO2 in 2009 fell to 31.1 billion tonnes, a slight drop on the 31.5 billion tonnes emitted in 2008. At the same time, comparison of the figures with those for 1990 (22.7 billion tonnes) shows that by 2009, emissions had increased by 37%. \"Our initial estimates suggest that, because of the international economic recovery, total worldwide emissions of carbon dioxide could for the first time exceed 32 billion tones in 2010\", explained Allnoch.
