Muenster - At the 16th UN Framework Convention on Climate Change in Cancún, Mexico, the countries – apart from acceptance of the 2-degree target - also reached agreement on creating a climate protection fund and a treaty on the protection of existing woodlands. Furthermore, a new institution is to be established for adaptation to climate change impact and the Kyoto Protocol carried forward beyond 2012. \"The content of the Cancún declarations on climate protection continue to be nothing but hot air in the context of actual CO2 development dynamics\", says IWR Director Dr. Norbert Allnoch, commenting on the results of the conference. According to a 2010 IWR prognosis, CO2 emissions are expected to increase by more than 700 million tons to approx. 32 billion tons, due to economic growth in the emerging markets and recovery in the industrial countries - reaching a new record high. In 2009, global CO2 emissions dropped only slightly to 31.1 billion tons (2008: 31.5 billion tons), due to the economic crisis. Whilst the CO2 emissions in Europe dropped by 6.4%, they increased strongly in China, India and the countries of the Middle East.

In the Kyoto Protocol reference year of 1990, global CO2 emissions totalled 22.7 billion tons. When, as predicted by the UN, the global population growth reaches the 9 billion mark by 2050 and if it is possible to keep the current per head emission of 4.6 tons constant, then the IWR expects CO2 emissions to increase to approx. 42 billion tons annually, purely as a result of population growth. Allnoch: \"Considering the welcome and rapid economic development in countries such as China, India or Brazil and assuming a linear increase to 6 tons per head on average by 2050, then emissions may even increase to 54 billion tons p.a. The actual emission trend and the climate conferences clearly show that the Kyoto limitation mechanism in conjunction with the consensus principle ultimately do not work\", adds Allnoch. Many countries are opposed to fixed emission reduction targets, especially for fear of loss of jobs. Allnoch: \"We need an intelligent investment model together with environmentally-friendly technologies, not limitation rules which every country can later bypass through its own interpretations. The CERINA Plan (CO2 Emissions and Renewable Action Plan) can facilitate such a treaty at this point since the proposed investment race bypasses the rigid emission limitation logic.\"
